REQUIREMENTS INTEGRATOR - JOB CODE: 1301454

JOB LOCATION: AFGHANISTAN-OCONUS-KABUL

Job Summary:
Cultivate MoI participation in the joint development of measures of performance to enable the requirement generators (Logistics Directorate, Facilities & Work Directorate, Information, Com! puters, and Technology Directorate, Office of the Surgeon Gene! ral, and other Directorates with funds allocated to them from the MoI Budget and Finance) to measure, assess, and develop courses of action necessary to manage their assets more effectively.

Principal Accountabilities:
Educate senior officials and officers on Procurement Law and acquisition system to improve the recommendations-incorrect guidance delays the contract processing time. This will help the AMDP become capable of conducting the primary operational missions of the MoI acquisitions with minimal help from non-AMDP organizations.

Coach the requirement generators in the translation of AMDP requirements into timely procurements. By the end of the first 18 months, requirement generators should be able to perform operations with minimal assistance.

In conjunction with AMDP/CSTC-A personnel, integrate the Procurement Directorate and Logistics Directorate functions and processes in accordance with established decrees, policies, and pro! grams.

Coach senior AMDP officials and officers on the procurement law and acquisition system in order to enable them to make independent judgments and decisions.

In conjunction with AMDP/CSTC-A personnel, analyze the current logistical requirements of the MoI and advise the Afghans in the fulfillment of these requirements according to prescribed guidelines.

Coach the MoI requirement generators in enforcing appropriate penalties for substandard contractor performance or products. By the end of the first 12 months Deputy Ministry
Administration and Support should be able to perform operations with minimal assistance.

Coach the requirement generators to monitor and execute the MoI budget for each solar year.

Other responsibilities as assigned.

Knowledge & Skills:
Excellent written and verbal communication skills are required.

Must demonstrate creative problem solving skills and the ability to work i! ndependently or as part of a team equally well.

Have experienc! e with developing requirements to be put on contract.

Have experience in developing and managing funds for execution.

Have experience in developing realistic estimates based upon the current market practices.

Military experience is not required for this position.

Physical Requirements/ Working Environment:
Must meet all physical, medical and other requirements for overseas deployment in accordance with current Department of Defense (DoD) regulations.

Must possess a fitness level appropriate to performing work in a field environment and current medical exam completed within the past 12 months.

Dental and medical readiness must be up to date.

Must maintain a current US Passport.

Located in Afghanistan.

Place of duty and environmental conditions can be extremely austere, harsh, and work can be performed under hostile and life-threatening conditions.

Experience & Education:
Must be able to obtain and hold a Secret Clearance.

Bachelors’ degree in associated field with 8 to 10 years’ experience is required.

Masters degree desired.

Experience in program or project management and office automation programs such as MS Office, PowerPoint, Excel, Microsoft Word required.

Experience in professional development and training and working with Middle Eastern or Asian cultures is desired.

Prior supervisory experience required.

Former officer 04 - 06 or Command Sergeant Major with Battalion or Brigade Staff experience as either CSM, XO, S3 or other primary staff responsible for training and doctrine development or maintenance support operations.

Recent operational experience in Afghanistan or Iraq training international forces is highly desired.

Command experience at the O5 level (Squadron, Battalion or higher) is desired.

Graduate of Combined Graduate Staff College ! (CGSC) or sister service equivalent desired.

MUST HAVE SECRET ! SECURITY CLEARANCE
Travel: Locations within Afghanistan
