HIM Consultant - Business Consultant [Canada]


 

The HIM Consultant requires the following experience/skills:
 Education/training in an HIM program, such as a masters/bachelors in a related HIM/Informatics program
and/or be eligible for CHIMA certification
 Large scale, cross-site and cross-care venue HIM enterprise design and implementation experience
 Strong knowledge of Cerner HIM related applications (preferably including, but not limited to, PM Office,
Scheduling Appointment Book, Advanced Capture, Distribution, CPDI, Core Event Manager, Profile, Chart
Tracking and Deficiency Management

Services and deliverables expected
o Initiative #1: Advanced Capture – Batch Scanning
 Define the access control model (relationship between Cerner Millennium, Advanced
Capture and RHO)

  • Consideration required for existing HIM roles that will scan and future expansion to

other care areas such as Primary Care, Emergency and Ambulatory Care
 Inform the ESH build approach for scanned documents, including:

  • Develop documentation on recommendation for approval
  • Define build requirements for change management (if consultant is privileged,

create JIRA and SNOW tickets to manage changes)
 Define the Advance Capture build approach for batch profiles
 Develop the ongoing process for managing documents that are scanned using
transformation services (ensure that business structures are in place to manage the
inventory and easily add new forms to the inventory)
 Develop procedure and processes for destruction of scanned documents, including items
such as departmental workflows, scanned chart tracking and safe destruction protocols
aligned with health authority policies
 Develop reporting requirements in accordance with health authority policy and local
legislation and ensure reports are available, either through Advance Capture or Discern
Reporting Portal (or alternate application if applicable)
 Inform the learning strategy and development of education materials through new Island
Health Cerner Wiki learning hub
 Provide recommendations to HIM team and establish build requirements to:

  • Refine Health Records workflows as Advanced Capture is introduced (e.g. chart

tracking and task queue management)

  • Manage scanned batches (e.g. tracking system for scanned batches, cover sheets as

needed, etc.)
 Ensure seamless transition from Cerner Associate completing build to Island Health HIM
Informatics team after Advance Capture is implemented
o Initiative #2: External Lab Messaging System (ELMS)
 Inform and participate in the design, build, testing and validation of lab results inbound from
external systems based on provider relationships
 Inform and participate in the review and documentation of Message Centre configuration,
ESH design, and encounter strategy
 Inform and participate in the creation of workflows and build for order entry workflow
associated with results receipt and validation
 Inform and participate in the development of the rules for what lab results are accepted
inbound (e.g. only Island Health providers, only Island Health encounters, etc.)
o Initiative #3: Ambulatory
 Re-evaluate existing Patient Portal clipboard functionality and workflows to provide
alternate streamlined processes for accepting patient intake documentation through the
patient portal

  • Includes developing requirements and recommendations to accept patient

authored documentation through Patient Portal (e.g. get to know me information)
 Evaluate and inform the design and build of Ignite for Self-Scheduling through Patient
Portal, and ensure business and technical requirements are documented and accepted

 Develop and define standards for messaging workflows between Patients and Providers
using Patient Portal/Message Centre (including alignment with, and possibly proposing
updates to, existing policies/procedures)
 Evaluate design and technical options for registration and appointment kiosk check-in (focus
on Ambulatory, and include consideration for other care areas such as Emergency)

  • Explore other functionality options related with kiosk check-in, such as covid

screening
o Initiative #4: Referral/Requisition Manager
 Inform design and participate in testing of referral and requisition management workflows
 Ensure technical build meets the needs of the organization, patient workflows, and HIM
standards (evaluate existing policies/procedures and make suggestions for update)
 Inform the learning strategy and development of education materials through new Island
Health Cerner Wiki learning hub
o Initiative #5: Data Quality
 Optimize remediation workflows for client identity documentation, orders, clinical
documentation and mass electronic chart remediation (e.g. wrong patient)
 Develop a proposal for use of move encounter functionality
 Analyze all downstream impacts of remediation aligned with policy/procedures
 Review options and propose design updates for clinical documentation (e.g. font size,
modification notifications, addendum, signature lines, etc.)

Job Type: Fixed term contract
Contract length: 10 months

Salary: $85.00-$100.00 per hour
