This position is located in JFHQ-Office of the State Surgeon, Camp Mabry, Austin, TX. The purpose of this position is to plan,coordinate, direct, and implement the medical readiness administrative programsof the state and provide oversight for the other programs located in the Officeof the State Surgeon.

As a Health Systems Specialist with the Texas Army National Guard (ARNG) , your duties will include, but will not be limited to:

Oversees and manages the medical readiness program of the state, which inc! ludes planning, coordinating, and providing guidance to all medical res! ources within the state. Direct responsibilities include, but are not limited to: command health programs, medical/dental aspects of mobilization, deployment and operations, medical education, sustainment, proficiency training, credentialing of health care professionals; and fiscal management, policy development and implementation. Provides medical support for accomplishment myriad contingency operations.
Develops, plans, coordinates, and institutes medical policies to implement higher-level directives and federal law to provide optimum guidance and support to subordinate organizations. Coordinates with support organizations to assure an integrated approach to the solution of problems. Assesses the impact of changes in or to the medical program and coordinates with all principal parties to ensure that these changes do not exceed core capabilities. Develops procedures for correcting deficiencies to improve effectiveness. Confers with applicable support functions to ensur! e that medical requirements are being satisfied. Programs managed are substantial and subject to frequent change, and include unpredictable and unique problems for which there is no precedent. Changes often require reprogramming of resources. Identifies medical readiness trends; develops and issues guidance when warranted. Develops new procedures to solve unprecedented problems/issues. Chairs meetings to coordinate work to be accomplished by various commanders and full-time support personnel that must work as a team to accomplish tasks and goals.
Represents the State Surgeon as the principal full-time medical advisor to The Adjutant General, Component Commanders, the Chief of Staff, and other directorate level staff elements, and as a liaison with all State, NGB, and Federal organizations concerning medical matters. Serves as liaison between Occupational Health and the State Surgeon.
Manages all resources budgeted to the state for medical programs. Prepares annual b! udget for the state medical readiness program to include funding at sta! te, NGB, and DA sources. Conducts staff conferences to determine budget impacts caused by increased costs, changes in programs and policies, readiness requirements, and new program requirements. Executes the budget approved medical readiness and approves all changes which may need to be made due to unforeseen problems. Ensures that training requirements for medical personnel are met. Ensures that medical training and medical logistical readiness of all units are in accordance with the priority of the units concerned. Develops and monitors a medical proficiency training program along with current and long range plans that provide adequate facilities, personnel, and equipment for support of the medical readiness program
Supervises Preventive Medicine Section personnel. The majority of the subordinate positions are support positions in one-grade interval occupational series. The supervisory responsibilities comprise less than 25% of the incumbent's time. Plans work to be a! ccomplished by subordinates. Sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of subordinates. Develops performance standards and evaluates work performance. Gives advice, counsel, or instruction to subordinates both work and administrative matters. Interviews candidates for positions and recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from subordinates, referring group grievances and more serious complaints to a higher level supervisor. Effects minor disciplinary measures. Identifies training needs.
Performs other duties as assigned.

QUALIFICATIONS REQUIRED:
General Experience Required
Experience in administrative or technical work which demonstrates the applicant's knowledge of missions, originations, programs, an! d requirements of health care delivery systems; ability to analyze prob! lems and present both oral and written recommendations taking into consideration the wide range of factors and requirements which affect the management of the health care delivery system.

Specialized Experience Required
In addition to the General Experience required, to qualify at the GS-12 grade level you must:

Possess at least 36 months experience, education, or training which provided working knowledge of the principles and practices related to the management of health care delivery systems. Experience analyzing and recommending solutions to complicated problems related to health systems. Experience must include a thorough knowledge of missions, organizations, programs, and requirements of health care delivery systems. Experience briefing senior leaders on related subjects.

Substitution of Education for Specialized Experience - A maximum of 6 months of the required experience may be substituted by successful completion of undergraduate or g! raduate education: Major study-hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
